As Microsoft itself explains in the letter, the company “limit reached” about new developments from the Xbox 360 era that could make it into the Games with Gold series.

All already activated Xbox 360 games from the Games with Gold collections can be re-downloaded, regardless of whether the user has an active Xbox Live Gold subscription or not.

Games with Gold will reportedly continue to offer Xbox Live Gold (and Xbox Game Pass Ultimate) Xbox One titles. Whether this will reduce the number of participants in the selections (now four) is not specified.

For comparison, Sony Interactive Entertainment already stopped distributing PS3 and PS Vita games to PS Plus subscriptions in March 2019 and only introduced a replacement for them in November 2020 in the face of PS5 projects.
